What Are Patta, Chitta & Encumbrance Certificate?

Patta

A Patta (Record of Rights) is a title document issued by the Tamil Nadu Revenue Department. It contains the owner’s name, survey number, land area, tax info, and boundaries. It is proof of ownership for the land.

Chitta

A Chitta classifies the land as wet (nanjai) or dry (punjai) and gives details like acreage and soil type. This helps identify whether land is eligible for residential development or agricultural use.

Note: As of recent updates, Patta and Chitta have been integrated into a single document.

Encumbrance Certificate (EC)

An EC is issued by the Sub-Registrar’s Office and lists all legal transactions related to the property—like sale, mortgage, gift, etc.—for a selected period. A “Nil Encumbrance” EC means the property has no legal dues or loans.

Why Are These Documents Important for Buyers?

  • Proof of Legal Ownership
    You can’t register a plot or villa in Tamil Nadu without a valid Patta. It must be in the seller’s name.
  • Essential for Home Loans
    Banks insist on Patta and EC for approving plot loans, construction loans, and home loans.
  • Avoid Future Disputes
    Patta shows boundaries clearly. EC ensures the land isn’t under any loan, litigation, or lien.

    Flats don’t get separate Pattas. Instead, buyers should ask for the Undivided Share (UDS) and check if the builder or association holds the Patta for the land.

How to Apply for Patta, Chitta & EC Online

Patta & Chitta

Apply via Tamil Nadu’s official e-Services portal. You’ll need:

  • Sale Deed
  • Tax receipt
  • Electricity bill
  • Aadhar/PAN

Encumbrance Certificate (EC)

Visit tnreginet.gov.in > E-Services > Encumbrance Certificate.
Enter your village, sub-registrar office, and survey number, select the date range (ideally 10–15 years), and pay the nominal fee online.

What About DTCP/CMDA-Approved Plots?

After buying a plot, the buyer must apply for mutation to get the Patta in their own name. Without this, resale or bank loans won’t be possible.
